How foreign equipment gets designed out of a Korean project

By the time an ITB reaches your desk, the decision about your brand was made months earlier. In most Korean projects the equipment maker is fixed during basic design, when the specification and the datasheets are written — not during the bid. The bid confirms a choice; it rarely makes one. That is why a European or American manufacturer can quote sharply, deliver a technically superior offer, and still lose without ever being told why.

"Designed out" is the accurate phrase. Nobody rejects you. A sentence in a document written a year before the tender simply makes your equipment non-compliant, and the buyer never has to argue about it.

Where a foreign supplier actually disappears from a Korean project

Korean project work moves through a predictable chain: owner concept → FEED or basic design → detail design by the EPC contractor → vendor list approval → ITB → TBE → commercial negotiation → PO. Each stage narrows the field. Most foreign manufacturers first make contact at the second-to-last one.

Read the table from the bottom up. Everything below the vendor list row is a fight you were placed into or excluded from earlier. The only stages where a new brand can actually be introduced are the first three.

Three lines in a specification that remove you

Specifications rarely say "do not buy foreign equipment." They say things that produce the same result.

"Maker: A, B, C or approved equal." The escape clause looks generous. In practice "approved equal" means the engineer must write a justification, get the owner to accept it, and carry the risk personally if anything goes wrong in commissioning. Most engineers will not do that for a brand they have never operated. If you are not one of the named makers, assume you need a sponsor inside the owner, not inside the EPC.

"Prior operating experience in similar service." The trap is the definition of similar. A desuperheater with a decade of references in European district heating can be judged to have no experience in a domestic refinery service. If your reference list is organised by industry and country, it will lose to a competitor whose list is organised by service condition — pressure, temperature, medium, turndown.

"Local service capability required." This one is not a formality. It is the item the owner's operations department pushes hardest, because they are the people who will be standing at the unit at 2 a.m. A distributor agreement that is only a registration does not satisfy it. What satisfies it is a named engineer in Korea, a stated response time, and a spare parts position someone can point at.

The Korea EPC vendor list is not one list

Foreign manufacturers often talk about "getting on the vendor list" as though it were a single registration. There are at least three lists, and they do not inherit from each other.

A licensor list sits above all of them on process-critical packages, and it changes slowest of all.

The practical consequence: registering with one EPC contractor and waiting is not market entry. It is being visible to one buyer at the stage where the buyer has the least freedom.

TBE is where a compliant offer still loses

Technical Bid Evaluation is a comparison table. The engineer lists every requirement and marks each bidder comply / deviate / not stated. "Not stated" scores the same as a deviation, and it is where foreign offers bleed most — not because the product cannot do it, but because the answer lives in a general catalogue instead of in the requested format.

The recurring damage looks like this. Materials quoted as a trade name rather than the ASTM designation the spec asked for. A performance curve given at reference conditions instead of at the specified operating point. Inspection and test plan omitted, so the engineer cannot confirm FAT scope. Spare parts offered as "on request", which reads as an unpriced future exposure. Each one is small. Together they let an engineer close the file with a defensible reason.

One more that is invisible from Europe: a deviation the bidder considers trivial can force the owner to re-approve a document. Engineers avoid that cost more than they avoid a higher price.

What a partner has to do at those three early stages

An agent who becomes active when the ITB arrives is working in the only window where nothing can be changed. What moves a brand into the spec happens earlier and looks less like selling.

At basic design, it means knowing which engineering house holds the FEED for a given package and getting the product's data into the engineer's hands in the form they build datasheets from — dimensional data, sizing method, and construction options they can copy into their own document. At detail design, it means answering sizing questions in days, in Korean, at the level of the specific tag. At vendor list stage, it means preparing the owner's qualification package: quality documentation, service coverage, and a reference set restated by service condition rather than by customer name.

Reading live packages is a different activity from quoting against a finished enquiry, and it is what puts a brand into the specification rather than into the last round of price comparison. It requires someone who follows design-stage documents as they are issued, and who knows which engineering house wrote which section. The four documents that decide this, and why yours probably read wrong

Most foreign manufacturers send a company profile, a product catalogue, and a price list. None of those three is used at the stages described above. The documents that actually get read are these.

A reference list sorted by service condition. Medium, pressure, temperature, size, year, and whether the unit is still running. Customer names can be masked; conditions cannot. An engineer scanning for "has this maker done this duty" needs one line, not a logo wall.

A sizing and selection document the engineer can use without you. If your selection requires a phone call to your headquarters, your competitor's software wins the datasheet.

A priced spare parts and consumables list with lead times. This decides the operations vote, and it is the item most often left blank. "Available on request" is read as unknown cost and unknown delay.

A clear scope exclusion list. What you do not supply — mating flanges, air sets, cabling, commissioning attendance. Foreign bids frequently leave this implicit, then lose the TBE for items they never intended to price. Say it in your own document before someone else defines it for you.

Two numbers are worth fixing before any of this: the delivery weeks you can commit to without an escape clause, and the price at which you will still supply a single replacement part in year eight. Korean owners ask both, and a vague answer to either is remembered longer than a good quotation.
